NIKKEI-JIN(JAPANESEDESCENDANTS)
Purpose

A. ELIGIBILITY FOR APPLICATION


(1) Children of Japanese Nationals who migrated to the Philippines before or during the World War II (referred to as the 2nd Generation). To be recognized as the 2nd Generation, they are required to have been in the Philippines at the end of the War.
(2) Descendants of the 2nd Generation
(3) Spouse of the 2nd Generation and their descendants


requirements(All documents issued/prepared in the Philippines must be original except those specifically stated as photocopy.)
  • If you apply the Consulate General in Cebu or Davao, submit a photocopy of passport together
  • Broken passport is not accepted. Passports must be signed and must have at least two (2) blank visa pages.
  • Available at the Embassy website, at the entrance of the Embassy or at any of the accredited travel agencies.
  • Application form should be filled out all items correctly, if item is not applicable, please fill in [N/A].
  • Embassy may not accept application with blank item, no signature or no date in the form, or with erasures, may deny the application that is filled out incorrectly or wrong information.
  • Specs: 45mm long x 35mm wide, with white background. No eyeglasses.
  • Photo must be taken within 6 months.
  • Please write applicant's name and birthdate on back side of the photo.
  • Photo must be pasted on the application form.

[ADDITIONAL REQUIREMENTS]

  • If the Birth certificate is unreadable, or has incomplete information, submit the Birth certificate issued by the Local Civil Registrar.
  • If the Birth certificate is "late registration," submit a baptismal certificate and school record (Form 137)
  • If there is no record in PSA, submit a Birth certificate issued by the Local Civil Registrar and a "Negative Certificate" issued by PSA

[ADDITIONAL REQUIREMENTS]

  • If the marriage certificate is unreadable, or has incomplete information, submit the Marriage certificate issued by the Local Civil Registrar.
  • If there is no record in PSA, submit a Marriage certificate issued by the Local Civil Registrar and a "Negative Certificate" issued by PSA
  • From 1st generation including all descendants up to present and those who are deceased must be included.
  • Please use the format of Japanese Embassy
  • Taken with parents, siblings and other relatives. Digital modification is forbidden.
  • Please submit original photo taken together with parents, brothers and sisters and other relatives etc. (must be pasted and labelled on a bond paper A4 size)

【ADDITIONAL REQUIREMENTS】

  • If inviter or his/her spouse is Japanese, submit his/her Koseki-tohon.
  • If inviter/guarantor is not Japanese, submit his/her photocopy of Residence Card (both sides).
  • (Detailed history of the 1st Generation, 2nd Generation and their spouses; nationality, whether the 2nd Generation chose either a Filipino Nationality or a different one; Japanese relatives in Japan, if any)

【ADDITIONAL REQUIREMENTS】

  • If the certificate is unreadable, submit a Death certificate issued by the Local Civil Registrar
  • If there is no record of marriage in PSA, submit a Death Certificate issued by the Local Civil Registrar and a Negative Certificate issued by PSA.
  • Please submit a photo taken together with parents, brothers and sisters and other relative etc. (must be pasted and labelled on a bond paper A4 Size)
  • The 1st Generation’s Wedding Photo, passport or Koseki-tohon, etc.
  • Letters from relatives of the 1st Generation or his/her descendants in Japan
  • Photos taken when the relatives in Japan visited the Philippines, etc.

C. PROCEDURE OF APPLICATION

  • Without COE, you need apply for visa through one of the accredited agencies or the registered Nikkei-Jin agencies.
    • Please put all the requirements into a large envelope and submit it without seal.
  • With COE, you can apply for visa directly the Embassy of Japan in the Philippines, the Consulate General in Cebu or Davao
    • You can also apply for visa through one of the agencies abovementioned.

 

D. IMPORTANT REMINDERS

  1. Visa examination might take a long time, so it is encouraged to apply for a visa well-ahead of the desired date of departure.
  2. We cannot basically return the submitted documents. However, if you wish some of them to be returned (such as the 1st Generation’s photo or passport, etc.), please submit the photocopy and list of them together.
  3. If you cannot submit one of the above-mentioned requirements, please submit explanation letter for it.
  4. We might request to submit additional documents for examinations. If you don’t submit them within 3 months from the date of request, we will cease the examination and return your passport.
  5. We might have an interview with applicant or his/her relatives. In such a case, we will take a contact with applicant directly or through accredited agencies/registered Nikkei-Jin agencies to arrange the date and time of interview.

REMINDERS FOR VISA APPLICATION

  1. The size of the document for application should be A4 size only. If the document is another size, please submit a copy that is already adjusted in A4 size from its original and without staples or pasting pages.
  2. Documents issued from Japan are only valid within three (3) months from the date of issuance (except for the Koseki Tohon, which is valid for six (6) months from the issue date).
  3. Please be informed that submitted documents will not be returned. However, if the document/s cannot be issued or reproduced again (e.g., rare and important documents such as the 1st Generation's Passport), the Embassy will only keep a copy and the original will be returned to the applicant/s.
  4. Applicants who will not be able to submit some of the requirements are requested to submit an explanation letter instead
  5. It is applicant’s responsibility to ensure that he/she meet the requirements for the grant of a visa. Submission of any supporting documents not listed above is encouraged (e.g. applicant’s economic or social ties with the Philippines, urgent reasons for visit: medical certificate, wedding invitation).
  6. Submission of requirements does not guarantee issuance of visa.
  7. If document submitted for application is verified by Embassy or Consular Office as fake or tampered, visa is not issued.
  8. A photocopy of documents issued/prepared in Japan is acceptable. However, the Embassy may request the submission of the original document, if it is necessary for inspection.
  9. Applicants are given three (3) months to submit additional requirements. Otherwise, application will be terminated.
  10. Reason for the denial of visa will not be disclosed even if an inquiry is made. At the same time, if a visa application is denied, applicant may only re-apply for the same purpose after (6) months.
